 COVID-19 Update:

For this week, there is an increase of 129,963 confirmed COVID-19 cases in France. Concerning deaths, there is an increase of 2590 confirmed COVID-19 cases in France. In one week, there were 349,156 new first doses of the vaccine injected, making a total of 2,409,83 people vaccinated with the first dose in France.

Economy:

On Tuesday, 16 February, Labour Minister Elisabeth Borne announced that the current conditions for compensating short-time working would be maintained in March, with the remainder to be paid by companies. Currently, the general rule is that the employee is compensated up to 70% of his gross salary (84% net) with a balance of 15% to be paid by the companies. This was to rise to 40% in March (with employee compensation falling to 60%), a date that had already been postponed several times because of the prolonged health crisis linked to Covid-19. The sectors most affected by the crisis (tourism, culture, sport and leisure, hotels and restaurants, transport… and the activities that depend on them) will continue to benefit from 100% coverage. This measure authorises a reduction in working time of up to 40% of hours off work on average for six to twenty-four months, subject to a company or branch agreement, validated by the administration and including commitments on employment and training.

Employment:

The recruitment of young people under 26 years of age on permanent and fixed-term contracts of more than three months fall by 14.2% in 2020 over one year, according to the statistics department of the Ministry of Labour. While in August, September and October the number of hires was similar to that of 2019, the second confinement caused a drop in hires, which in December were 27.4% lower than in December 2019. “This drop in recruitment following the second confinement is, however, much less significant than during the first confinement (-57.9% between May 2019 and 2020),” points out the Dares in its fortnightly labour market report. In order to encourage companies to recruit, this summer the government introduced a 4,000 euro subsidy for the hiring of a young person under 26 years of age with a contract of at least three months (1,000 euros per quarter of the contract for one year).

Travel:

Since Sunday 31 January 2021, “any entry into France and any exit from our territory to or from a country outside the European Union will be prohibited, unless there are compelling reasons”, Prime Minister Jean Castex said after the Health Defence Council of 29 January. Since 24 January 2021, according to a decree published in the Journal Officiel, any traveller aged 11 or over wishing to come to France from a European Union (EU) country must present the result of a negative RT-PCR test carried out less than 72 hours before departure. This measure does not apply to cross-border commuters or passengers arriving by land (by road or by train). In addition, when returning from a trip to a country in the European area, you will also have to complete two declarations on your honour. The first, certifying the absence of symptoms of Covid-19 and contact with an infected person. The second, committing you to isolate yourself for seven days upon arrival and to undergo another test at the end of your isolation.
