Economy:

The Governor of the Bank of Albania, Gent Sejko, held an online meeting with the IMF mission where they shared their views on the Albanian economy. Both Sejko and the IMF believed the Albanian economy and GDP performance will have gradual growth during 2021 and 2022. According to them, hopes are in the tourism sector that is expected to have a high contribution to this growth.

According to the INSTAT report, the largest increase in prices was recorded for pharmaceutical products, which are also the most demanded products currently on the market, because of the COVID-19 pandemic. Meanwhile, prices in the production of tobacco products have decreased by 4.8%, followed by “Production of rubber and plastic products” by 4.0%, “Coke processing and refining of petroleum by-products” by 3, 1%.

Vaccination System:

Prime Minister Edi Rama declares that 38,400 doses of the AstraZeneca vaccine will arrive on Friday. While doctors and nurses and a part of the Albanian elderly have been vaccinated so far with the vaccines coming from Pfizer / Biotech, Rama writes that with the doses of AstraZeneca, the vaccination of teachers will start immediately. The AstraZeneca vaccine was developed by the University of Oxford. This vaccine is 63.9 percent effective against COVID-19, according to preliminary analysis, says the World Health Organization, which has recommended that this vaccine be used. This vaccine is administered in two doses. The WHO says the vaccine is more effective when the time interval from the first dose to the second dose is longer. The vaccine of Oxford University and the British pharmaceutical company, AstraZeneca is recommended to be taken from the age of 18 and above.

Travel:

Tirana International Airport (TIA) announces the start of direct flights to Dubai International Airport (DBX) and vice versa, starting March 28, 2021. Dubai-based airline Flydubai will operate twice a week, on Thursdays and on Sundays, with a Boeing 737. Flydubai will be the first Dubai-based airline to offer direct flights on this route.

Flights will depart from TIA at 13.30pm arriving at DXB at 21.55pm local time. The return flight departs at 9.35 am, local time, from Dubai and arrives at TIA at 12.30 pm.

Economy:

The Colombian Foreign Minister and the US Secretary of State met to discuss the priorities of the new US government.

Through a trill, the US embassy in Colombia indicated that the main points of President Biden’s policy will be: The implementation of the peace agreement; the coronavirus; the fight against drug trafficking and transnational crime; a regional response to the crisis in Venezuela; the expansion of trade; climate change and human rights.

Employment:

The Colombian Association of BPO, announced the creation of 4,000 new jobs for women in the country, which will be effective during the first half of the year.

Malta is recovering slowly from the last two weeks where the new record of cases was reached. The actual situation brings 2,947 new cases and 26 new deaths. The new restrictions will go till 11th April.

Economy:

Introducing new restrictive COVID-19 measures last week was one of the hardest moments of the pandemic to date, Prime Minister Robert Abela said. Last week the government ordered a one-month closure of all non-essential businesses, services, and schools. People were also barred from meeting in groups larger than four and all organised sports activities have been cancelled. The move came as Malta registered a record of more than 500 daily COVID-19 cases.  Medical Doctor Marius Caruana said that Malta now had 40 operational vaccination centres, dishing out around 4,000 jabs every day. He urged the public to reach out to only use reputable sources for information on COVID-19.  The public should turn to medical professionals and health authorities with any questions they may have. Caruana also urged all the public to get vaccinated.

Employment:

The Malta Employers Association has called for measures to reduce the number of COVID-19 cases amid fears that the tourism sector could be impacted for a second successive summer. “The government should take any measures during the coming two months to place the country in a better situation to accept manageable tourism during the summer season, subject to international developments which may be beyond our control.” It said the plan should focus on a fast vaccination programme to achieve herd immunity within the shortest time possible, together with tangible measures to reduce the daily number of infections.​​​​​​​

Migration:

Home Affairs Minister Byron Camilleri and Foreign Minister Evarist Bartolo discussed migration separate meetings in Rome with their Italian counterparts Luciana Lamorgese and Luigi Di Maio. The Home Affairs Ministry said the meeting between Camilleri and Lamborgese focused on ways how the two countries can strengthen their collaboration to address the problem. The ministers agreed that Libya is a partner in the process and Italy and Malta will work with the new Libyan Government of National Unity. The foreign ministry said the meeting between Bartolo and Di Maio focused on the excellent relationship between the two countries and common challenges, such as irregular migration. They stressed the need for more cooperation, solidarity, and collective action by all countries of the European Union.

For this week, there is an increase of 154,736 confirmed COVID-19 cases in France. According to deaths, there is an increase of 1,969 confirmed cases in France in one week. There is a total of 4,337,343. people vaccinated with the first dose in France.

Economy:

One year after the start of the crisis, the economy is recovering, and recovery is still a long way off. With a growth forecast of 1% for the first quarter, the level of activity in the country would still be down by 4% compared to the pre-Covid-19 situation, according to the INSEE forecasts made public on Thursday 11 March.

At the end of June, after a second-quarter in which the gross domestic product (GDP) increased by 1%, it would have regained a little more ground, falling by 3% compared to the pre-crisis situation. The growth rate obtained at the end of the year if growth is zero over the rest of the year would then be 5.5% according to INSEE. This is identical to the rate expected for world growth, i.e., +5.6% in 2021 according to the Organization for Economic Co-operation and Development.

This correlation can be clearly seen in the relative health of the various sectors of the economy. While the industry has almost returned to a normal level of activity, this is not the case for a large part of the services sector due to the restrictive measures: 6 pm restriction, closure of bars and restaurants, localized confinements, etc. With a situation that has deteriorated further since the summer of 2020, it is these services that are expected to weigh on salaried employment in the first half of 2021.

Employment:

During the pandemic and the imposed use of telework, employers and employees discovered that many functions could be performed remotely, in a different way, without affecting their productivity.

The competitive gap between companies that have maintained all or part of their activity remotely with the help of new technologies and those that have not been able to do so will have increased on this occasion. The crisis will have favored the agile, reactive, and technological companies. It will sweep away those who were lagging in these aspects, due to a lack of knowledge and foresight on the part of their managers, or a lack of resources.

With the probable perpetuation of teleworking, at least partially, the movement already observed before the crisis towards a splintering of the work collective will highlight the obsolescence of traditional trade union means of action: distribution of leaflets, physical trade union meetings.

Study grants :

For the winter semester 2020/21, the European Union has extended it’s Erasmus plus program to include virtual and hybrid forms of mobility. What is new is that studies or internships start virtually and, where possible, continue face-to-face. The advantage is that the stay can be shortened, and the exchange virtually completed in case of new restrictions due to the coronavirus. Interruptions between the virtual and physical mobility phases are also possible. Anyone taking online courses or doing a telework placement abroad has Erasmus student status and thus benefits from a free language course, for example. But only students who go abroad receive a mobility allowance to cover their living expenses.

Malta has broken through another record number of daily COVID-19 cases, reporting 362 new cases on Thursday. A further four deaths were reported at Mater Dei.

Economy:

New measures as COVID cases surge, in a reaction to a record number of COVID-19 cases, the prime minister told a press conference that bars and clubs will remain closed and the fine for those breaking the rules will be doubled to €6,000.

The prime minister announced that:

  • Restaurants and other catering establishments to close can only offer take-aways.
  • Planned events in private houses will be limited to a maximum of four households.
  • Mass organised events have been banned, except for weddings and religious events.
  • Contact sport for children younger than 16 has been banned.
  • The directive for public workers to work from home when possible will be re-introduced. The private sector is being encouraged to follow suit.
  • Wage supplement extended to June.
  • €100 fine for every person caught in breach of the law.
  • Measures will apply until April 11.

It said measures should be escalated during the Easter holidays, including banning family gatherings, banning holiday travel to Gozo and enforcement of strict measures in restaurants.

Employment:

The National Statistics Office said, “data provided by Jobsplus shows that the labour supply, excluding part-timers, increased by 4.7%”. Registered full-time employment in the private sector went up by 7,272 people to 181,710. Public sector full-time employment increased by 1,792 persons to 50,432.

A programme that funds job placement opportunities for students studying ICT or related subjects is to receive a funding boost, to incentivise private firms to take on young trainees.  The MITA Student Placement Programme for 2021 will have an €800,000 budget, Economy Minister Silvio Schembri said. The programme will enable employers to have “a more diversified workforce” by employing younger people with new talents leading to a variety of ideas.

Vaccination system:

Malta could expect to achieve herd immunity by mid-October if the current COVID-19 vaccination rate is kept up, a Times of Malta exercise has found.  And for the island to meet the end-of-summer target set by the EU, the speed at which the daily number of jabs is being administered needs to be kicked up a notch to reach 2,569 doses per day.

For the start of summer on June 21, the figure shoots up to 4,741 per day while a staggering 5,859 doses need to be given if Malta is to reach herd immunity by May, as predicted by Prime Minister Robert Abela.​​​​​​​

Working in banking or insurance brings the greatest material reward in the country today. According to INSTAT, the average of the sector in “Financial and Insurance Activities” for 2019 was 107.7 thousand ALL or about 870 euros per month. Information technology has become one of the most sought after today. In Albania, this profession is paid an average of 645 euros, which is at least half of the state that pays less for this profession (Bulgaria with about 1.3 thousand euros/month). The biggest haemorrhage of the labour market today is happening precisely with this profession, as IT specialists are leaving to work abroad. In EU countries they are paid on average over 2 thousand euros, in Germany and the United Kingdom over 4 thousand euros and the record is again held by Norway and Switzerland at 6.2 and 8.2 thousand euros/month, respectively.

The number of small entities that have been deregistered from the value-added tax (VAT) scheme has reached 31,821. The figure was announced by the General Directorate of Taxes. While the number of small businesses that are liable for taxation with VAT is 1,329.

Their deregistration took place after the entry into force of Article 117 of Law No. 92/2014, dated 27.07.2014 “On Value Added Tax in the Republic of Albania” which changed the minimum registration limit for value-added tax. increased to ALL 10 million, from ALL 2 million previously. According to taxes, by the end of 2020, the total number of small businesses was 89,270, of which 33,697 were small businesses with VAT. After the deregistration of entities with an annual turnover of up to ALL 10 million, now, only 1.5% of small entities in the country are part of the VAT scheme.

For this week, there is an increase of 148,782 confirmed COVID-19 cases in France. According to deaths, there is an increase of 2253 in France in one week. There is a total of 3,245,517 people vaccinated with the first dose in France.

Economy:

It is an unexpected consequence of the health crisis. Employment law:

Partially suspended due to the Covid-19 epidemic, unemployment insurance reform has just been put back on the agenda. On Tuesday 2 March, the government confirmed that this work will be completed, but following a different plan from the one defined in two decrees in July 2019. The transformations decided at the time are therefore being adjusted. In concrete terms, the rules for compensating jobseekers will be tightened, starting on 1 July, while being slightly less severe than those initially set.

At the heart of the discussions were four key provisions. Three of them, unanimously denounced by the trade union centers, affect the unemployed: an increase in the contribution period for receiving an allowance; regressivity of the sums paid from the seventh month for those under 57 years of age who earned 4,500 euros gross when they held a job; and a new method of calculation, resulting in a reduction in the monthly amount of the benefit granted to those who alternate short contracts and periods of inactivity.

The economy in the eyes of young people shows the unfiltered reflection of the truth that Business faces today in Vlora. The presentation of the economic platform of the Democratic Party to young entrepreneurs in Vlora filled them with hope for the future, because the program of the Democratic Party is the program that thinks about every Albanian, thinks about their future, thinks about the youth, thinks about Albania. Strengthening the Economy is the biggest project and commitment of the Democratic Party for the next 4 years.

The COVID-19 pandemic last year boosted the country’s public debt by 11.6%. The Ministry of Finance reports that the stock at the end of December was 77.8% from 66.2% at the end of 2019. Last year, when almost every decision was dictated by the pandemic, the public debt increased by 906.4 million euros. In total the debt stock has exceeded 9.9 billion euros from about 9 billion that was. In this significant increase of this indicator, the decrease of the Gross Domestic Product by more than 867.9 million euros had an impact. The increase in expenditures and the budget deficit due to the funds needed to meet the needs left by the COVID-19 pandemic also played a role. The loans taken by the internationals for the pandemic as well as the Eurobond of 650 million Euros that was issued in June 2020 have also had an effect on its growth.
